A meeting of the Board of Selectmen took place on June 1, 2017.  Present were:  Russell L. Sears, III, William F. Adams, Monica M. Vandoloski, James Caffrey (Trustees of Reservation), Roger Gunn, Michael Holden(Zoning Board of Appeals), Thomas Por (Trustees of Reservation), Kate Bavelock (Hilltown CDC), Corinne Sharkey, and Amy Pulley

Meeting called to order at 7:12 p.m.

Signing Bills and Warrants

Minutes of May 18, 2017 meeting accepted as printed by unanimous vote.

Jim Caffrey requesting for the Bryant Homestead wine/hard cider tasting one day permits for the following: June 10 Hard Cider Tasting; July 1st Farm to Table Dinner-hard cider/wine and July 8th Wine Tasting.  Motion made, seconded and voted unanimously to grant the permits.

Jim spoke on behalf of the Trustees of Reservation regarding water movement from Upper Bryant
Road (Sears Farm) down toward the pond (Fire Pond) etc.  There are culverts in question, drainage areas coming off the roadway and ending in the pond with silt of all kinds.  It was suggested by Monica that a walk thru with Rob (acting Highway Superintendent), ConCom member, Selectmen, and trustees—date agreed upon is June 13th at 9:00 a.m.  This has been a concern for a number of years—Trustees had an engineer do some planning regarding the issue of drainage and the flow of the water down the hill.  Jim also spoke about the Rivulet Trail area and the No Parking signs on the roadway.  This area will also be viewed with some possible solution.

Kate from Hilltown CDC came to discuss the Regional Transportation program that they plan to operate in the Hilltowns (Plainfield, Chesterfield, Worthington, Goshen and Cummington).  Encourage more use of the FRTA van, possibly get volunteer drivers along with some paid drivers.  There is a limited amount of monies at this point but it certainly is a service that is needed here in the hilltowns.  We need to encourage our folks to use this service, shopping, doctors etc.  June 30, 2017 at 3:00 p.m. at Chesterfield Community Center is the launch of Hilltown Easy Ride.

Michael Holden spoke regarding finding a representative from Cummington to the FRTA Board.  He  chooses to no longer  serve in this position.  We are looking for someone who might be interested in this position to serve on the Franklin Regional Transit Authority Board.

Mike also spoke about the rough draft of the Pilot Agreement and some of the questions he has regarding the different names of the energy company and their managers etc.   He will address his concerns with the Assessors who are working on the Agreement.

A discussion about borrowing money for the BTES roof project.  This has been authorized at Annual Town Meeting.  A motion was made, seconded and voted unanimously to authorize the Treasurer to borrow money $365,000 for the BTES roof project.  This process should be done after July l, 2017.

Also discussed was setting up a BTES roof account for this major project.  At this time it was also decided that we would not investigate USDA for borrowing monies at this time.  If there are grants available we will pursue that.

After a discussion of the applicants for the position of Highway Superintendent it was voted unanimously to appoint Alan Taylor of Ashfield as the new Highway Superintendent

Chairman Russell L. Sears signed lien discharges through the Community Development Block Grant program for Ferron, Casterline and Berube.  Also signed was a subordination agreement for Shapiro regarding Florence Savings Bank.

The advertisement for Equipment bids with or without operator for Fy18 has been submitted to the Country Journal for publication.  Bids are due June 29i, 2017.

An advertisement for truck driver/laborer for the Highway Department needs to be publicized in the Country Journal.

Next meeting is June 15, 2017.
