A meeting of the Board of Selectmen took place on February 8, 2018.  Present were:  Russell L. Sears, III, William F. Adams, Monica Vandoloski, Alan Taylor (Highway Superintendent), Sara Scanlon-Fournier, Alan Douglas (MLP Board), Maureen Tumenas (MLP Board), and James Kaleta.

Meeting called to order at 7:04 p.m.

Signing of bills/warrants.

The Local Cultural Arts Council requests beer/wine permit for the art opening on May 6. 2018.  Motion made, seconded and voted unanimously to approve the wine/beer permit for May 6, 2018 art opening.

Alan Douglas and Maureen Tumenas reported on the fiber to the home activity here in Cummington.  The mapping of the Town for fiber is complete.  They are working with Westfield Gas & Electric on spread sheets regarding length of driveways, access of poles in driveway, potential new growth and interconnectivity with contiguous towns.  There was a pole attachment agreement between NSTAR Electric Company dba Eversource Energy (successor by merger to WMECO) and the Town of Cummington and Cummington Municipal Light Plant Department that was discussed and needed signature for the Town as licensee.  Motion made, seconded and voted unanimously to sign the agreement.

Alan spoke about rules for hiring outside consultants under GL Chapter 44, Section 53G.   Alan stated that at the March 1st meeting of the Conservation Commission they will be voting on these rules.  There are times when outside consultants are needed for expert services.  There will be fees that are imposed by the Conservation Commission to the applicants.

Sara Scanlon-Fournier spoke regarding her appointment by the Board of Selectmen as Assistant Emergency Management Director on January 25, 2018.  She was asking to rescind the appointment upon the recommendation of the Emergency Services Director Bernie Forgea.  A motion was made by Sears,seconded by Adams and voted unanimously to table the request until February 22, 2018 when Mr. Forgea said he would come to that BOS meeting to discuss the appointment.

Upon the recommendation of Highway Superintendent Alan Taylor it was voted unanimously to hire James Kaleta as our fourth highway employee to begin work on Monday February 12th.  Welcome aboard James.

Town Caucus is scheduled for March 15th at 7:00 p.m.

We have one year left on lease payment for the John Deere Brush Tractor.

Bill is working very diligently on the TIP project for Route 112 plus the IT grant program for Cummington.

Worthington is celebrating 250th anniversary starting June 29, 2018 until July 3rd.  The parade will be on June 30th.  We are invited to march, create a town float etc.  

We received the resignation of Mark Malinak from the Planning Board effective February 7, 2018.  Thank you Mark for your service to the Town.  Motion made, seconded and voted unanimously to accept the resignation of Mark Malinak from the Planning Board with regret.

Next meeting is February 22, 2018.
