A meeting of the Board of Selectmen took place on February 23, 2017.  Present were:  Russell L. Sears, III, William F. Adams, and Monica M. Vandoloski.

Meeting called to order at 7:02 p.m.

Signing bills & warrants.

Highland Ambulance FY 2018 budget proposal was discussed.  Charlene Nardi, Town Administrator in Williamsburg feels as discussed in an  email a gathering of a representative from each community served by Highland is a worthwhile venture so that this budget can be discussed as a group with the delegated representative from Highland Ambulance providing the answers.  Everyone agrees this is a vital service to the Town but the increase of almost $20,000 needs explanation for Cummington.  Another question is where the population figures were derived from—Cummington went up in population by 126 people according to their (Highland) figures.  Another point of interest is towns only  have an allowable growth of 2 1/2%.

The roof project at BTES building was discussed as a walk thru with hopeful bidders was done.  There were four contractors plus SunBug was also present regarding a possible roof solar project.  Jeff Penn, the Architect, stated that it was very worthwhile with lots of questions etc.

Board of Health issue—Roger Gunn issued his resignation effective February 7, 2017 at 8:41 p.m. to  Corinne Sharkey(Board of Health Clerk) from the Board of Health.  A motion was made, seconded and voted unanimously to accept Roger Gunn’s resignation from the Board of Health effective February 7, 2017 with regret.

Bill reported on a Transportation Improvement Program grant.  He would like to invite Peter Frieri to a Selectboard meeting to discuss the possibility for the section of Route 112 from five corners to Route 9. 

Peter is with the MassDOT and he will be most helpful to us regarding the TIP program.  Bill will set up the meeting for Selectboard and Highway. Being a30 foot wide road can there be bicycle markers on the sides is a question for discussion.

As reported the application for loan/grant to USDA is moving forward.  Hopefully we will hear favorable news in the future.

The Education AdHoc Committee is meeting on February 27th to discuss leaving the Regional School district.

We received the final draft from Aquarius regarding OPEB.  We need time to read the draft and look at the figures and will discuss at a future meeting.

We discussed the Berkshire County Task Force that is looking at all the school districts to see the enrollments and could some consolidation take place.

We talked about the Highway budgets and being over  and Bill will discuss with Joe what comes out of what account.  We neglected to inform Joe of this procedure when he became Superintendent.
