October 19, 2017

A meeting of the Board of Selectmen took place on October 19, 2017.  Present were:  Russell L. Sears, III, William F. Adams, Monica Vandoloski, Roger Gunn , Alan Taylor (Highway Superintendent) and James Drawe (HCOG Councilor).

Meeting called to order at 7:00 p.m.

Signing bills & warrants

Minutes of October 5, 2017 meeting were accepted as printed by unanimous vote.

A request for signing of a Subordination Agreement covering premises in Goshen as part of the housing rehab program.  A motion was made, seconded and voted unanimously to sign the subordination agreement.

Roger Gunn spoke about the compressor in the boiler room at BTES building.  This is being repaired by Westfield Compressor with an automatic relief valve connected to ease maintenance.  Two new motors will also be installed.  It was a unanimous decision to move forward with these repairs with Westfield Compressor.  

We received a letter from a resident on Willcutt Road (Larry Slezak) giving kudos to the Highway Department for drainage work completed near their residence.  Good job to the Highway Department.

Savoy Road and Nash Road blacktopping work completed. -shoulder work should be done shortly.  Folks are very happy with the work done on these roads.

 Motion made and voted unanimously the following Road closings December 1, 2017 – May 1, 2018 or from first snow until mud season is over.

STAGE ROAD from house number 200-132; TROW ROAD from house number 43-88; TERRILL HILL from house number 3-34; BUG HILL from house number 6-51;  RIVER ROAD  all of it; WEST HILL all of it and BRYANT ROAD from Grout Road to Potash Hill Extension.

Jim Drawe questioned the cleaning of culverts under driveways.  There was discussion regarding is this homeowners duty vs highway duty.  Alan will investigate further.  Jim also spoke about the HCOG electricity program that we use to belong to and he will check to see why we are dropped.  He also spoke about the IT program at HCOG that may be of some assistance to us with the Best Practices program.

Motion to sign the maintenance services agreement with SNE Building Systems for BTES heating system which includes temperature controls,pneumatic air supply etc was passed unanimously

To reiterate the BOS are unanimously in favor of the Special Town Meeting Warrant articles  scheduled for October 30, 2017 for solar zoning bylaws and stretch code general by law.  

Motion made and voted unanimously to approve the Energy Reduction Plan and the Fuel Efficient Vehicle Policy under Green Community

Bill reports that the MLP is working hard – Whip City has almost completed the pole survey in Town..  Fiber to the homes is looking more promising as time goes on.  It has been a long haul for all.

The furnace quote from HTP for the installation of a propane furnace at the Safety Complex is accepted upon receiving the warranty.
