Present: BoH members: Judi Bogart and Jack Earls.
Visitors: Jeff Penn, Architect (7:00 – 7:55), Bill Adams, Solar Coach in conjunction with Solarize Mass 7:00 – 7:45), Allan Douglas, Chairman of the Conservation Commission (7:40 – 7:50).
Meeting opened at 7:00 pm.
Previous Minutes: The 3-20-17 Minutes were approved as presented.
Cover for the Construction and Demolition (C&D) open bin: Jeff Penn, Architect, and Bill Adams, Solar Coach, discussed two scheduling scenarios: the BoH goal is to construct the enclosure this summer, to be finished before freezing rains and snow begin. The solar panels can possibly be delayed, if there is a financial advantage to coordinating it with solarization of the former elementary school building. Bill will get a quote for solarizing the C&D enclosure’s design.
Allan Douglas discussed rain’s runoff from the roof and how to slow the runoff. He confirmed an RDA (Request for Determination Applicability) will be needed, but so far, not an NOI (Notice of Intent). Jeff will prepare the RDA. The next Conservation Commission meeting will be May 8. (The Town Meeting will be May 1.)
Damage to the fence: New England Fence has done the repairs near the “in” gate.
Payment Clarification: The BoH agreed transfer station attendants will be paid for the hours when the TS is closed due to snow.
Preparations for permit-renewals for FY2018: The secretary reported that the septic hauler has declined to participate in the BoH-coordinated septic pumping program, as several participants have not paid him. This problem has not occurred when customers hire him directly. The BoH agreed: the secretary will contact the septic hauler and will offer to contact customers who have not paid. The May mailout will proceed without offering the septic pumping program. The BoH scheduled a meeting-time to stuff envelopes.
